New
procedures for Leave Balance Certification (LBC) for all CC Officers,
posted 04/07/2005 • How to certify your current leave balance and FAQ's • The new LBC system is part of the new automated CC personnel, payroll, leave certification system • Officers, timekeepers will still use paper leave slips internally, but timekeeprs will upload new leave data to PHS CC MIS Secure Area , where your leave is stored in COLTS (Commissioned Officer Leave Tracking System) • "Access COLTS" is on the Activity Selection Menu, after you Login to PHS CC Mis Secure Area • After completing the new LBC procedures, check in the yellow Miscellaneous Documents area of your eOPF for the new document you submitted: "Leave Balance Certification" • If it isn't there, be sure that it has been received, so you will not be penalized Additonal Guidance about new LBC system, posted 05/31/2005 • With new LBC process, COLTS becomes the official leave record for each officer, replacing the PHS-31 paper card • This is the first step in the transition to the new CCPayroll system which is expected to be implemented later this year. • If the new LBC process has not been completed for an officer when the transition to CCPayroll is initiated, their leave balance will be set to zero in the CCPayroll system. • This is to ensure that the leave in CCPayroll is correct and accurate. • An officer's leave balance will NOT be set to zero until the transition to CCPayroll. • OCCO anticipates this date to be September 1, 2005 • OCCO asks that all officers complete the LBC process by this date at the latest. • Contact for questions -- Ms. Martha Hall-Diallo, COLTS Administrator (240) 453-6039 -- Martha.Hall-Diallo@hhs.gov |
