                       1. Policy pending: The full policy on basic readiness that clarifies this
                           extension is not yet in hand and is anticipated early in 2007.
                       2. No promotion or assimilation unless basic ready: There will be continued
                           impact on promotions and assimilations in 2007, and officers who are not
                           basic ready will, as last year, not be promoted or assimilated.
                       3. Easing of readiness requirements: Officers are no longer required to
                           submit proof of polio vaccine; two PPDs within 12 months will suffice to
                           meet the PPD requirement; and the number of clinical hours has been
                           reduced from 112 to 80.
                       4. Required training modules: Force Readiness Basic Series of Training
                           Modules: There are 4 new FEMA online training modules required to
                           maintain basic readiness, in addition to 8 OFRD online courses; officers
                           should verify that they have taken the specific, required 8 OFRD modules
                           (deadline for completion of all 12 modules is December 31, 2006, to meet
                           the requirements for the 2007 promotion cycle).
                        5. Retention Boards: The memorandum states that officers who do not
                            comply with the ASH’s order to meet and continuously maintain force
                            readiness standards may be involuntarily retired and/or terminated from
                            active service. We learned that convened Retention Boards will have at
                            their disposal a variety of options, including termination or involuntary
                            
retirement. We were told that these will be clarified in the pending
                            policy. Implementation of these actions is not anticipated until mid-2007.
                           The ASH has not articulated at this time a process for granting
                            exemptions to this policy.
                        6. Special pays. Officers who are not basic ready may be referred to a
                            board for review of special pay issues and to consider “retention,
                            termination, and/or other appropriate action.”

       page until the mission is complete. For now, list this and all deployments on your CV.

     • The Promotion Board does NOT have access to your OFRD webpage.
       Only you and the OFRD staff see your OFRD Officer Summary Page.

STANDARD FITNESS ACTIVITIES REQUIRED FOR "BASIC" PHS READINESS

     3. Ask PHS Officer/APFT Evaluator to sign your APFT PHS Form 7044 recording your

     5. Login at the OFRD/CCRF web site to "Enter Fitness Test Results"

THE ALTERNATIVE PHS FITNESS PROGRAM: THE PRESIDENT'S CHALLENGE

      • Various levels/types of fitness activities earn specific awards, accepted by PHS
      • Minimum: 6 weeks of exercise, 5 times a week, at least 30 minutes per day
      • Perform exercise and enter activity completed daily in online database
      • To receive PHS fitness credit, must enter all data correctly onto web site database
                  1. Create personal User Name and Password to use for Log-in to the site
                  2. Select "Join a Group"
                  3. Enter Group ID: 13537
                            • Note: 13537 is not a public group, which means it cannot be found by
                               by searching for Groups on the President's Challenge website.
                            • This was done to prevent people, besides USPHS officers, from joining
                               the group.
                            • DO NOT ENTER GROUP ID AS "USPHS 13537"
                               or you will not receive PHS fitness credit.         
                   4. Enter Member ID/Name:  your PHS Serial Number

                   5. Perform exercise daily and enter activity completed in online database
                   6. Request/receive Callenge Award Certificate from site
                   7. Send copy of Challenge Award Certificate to Medical Affairs Branch
                   8. Fax copy of Award Certificate to your eOPF

           • Check OFRD/CCRF web site list to see that you entered database correctly

PY 2007 PROMOTIONS AND IMMUNIZATION REQUIREMENTS 12/1/06
     • From E-Bulletin December 1, 2006 : read details
     • For the purposes of the PY 2007 promotion cycle, the immunization standard will be
       assessed solely by the self-reported information on the OFRD Web site.
     • Immunization data and documentation will continue to be accepted and reviewed
       and entered into the MAB (CCMIS) database for use in future promotion cycles and to
       provide medical waivers if required.

INFLUENZA IMMUNIZATION 2006
     • New immmunization information from Extension of Manual Circular 377
     • Officers are required to obtain an influenza vaccination between 1 October and
       31 December of each calendar year.
     • Compliance with this requirement will be determined on 31 December of each year
       and not on the anniversary date of the officer’s last influenza vaccination.
     • All your immunization data must be
           1) Self-recorded at OFRD web site AND
           2) Submitted in hard copy to OCCSS/MAB
