Notice from OCCO (ListServe): 12/3/2005
A review of Official Personnel Files (OPF) for All Commissioned Officers was recently conducted to look at the compliance with the appointment standards to assure that each officer had at least a minimum background investigation completed. During this review it was discovered that many officers did not have documentation in their OPF. OCCO has been working with Agency Liaisons and more recently CPO's to assist officers in coming into compliance with the appointment standard.

It is important for officers to understand that this requirement is a condition of their commission. OCCO is working closely with agency personnel security officers to verify investigations that may have been conducted by them on our officers to avoid having to complete the forms again. After verification with all the agencies and with the OPM investigators, officers who still do not have a verifiable investigation either completed or in progress, will receive a packet of information with the necessary forms to initiate a background investigation. A deadline will be given to complete the forms and should be returned to the address provided in the cover letter as soon as possible.

Please check your OPF (bottom of pink section under security documents or application documents) to see if you have a certificate of investigation on file. If you have a certificate you have completed the appointment requirement. If you do not see documents in your OPF and you have recently submitted materials to begin an investigation please allow at least 120 days for your forms and certificate of investigation to be forwarded to your file. Soon after OCCO receives forms they are reviewed and forwarded to the OPM investigators so you will not have any security documents in your file until the investigators have completed their investigation. OCCO is tracking each case from beginning to end.

In light of the importance and sensitivity of national security and the war on terrorism, OMB has mandated that all USPHS officers have a National Agency Check with Inquiries (N.A.C.I) background investigation completed and recorded in the Officers Personal File (eOPF).

After a comprehensive review of USPHS OPFs, many officers do not have a recorded N.A.C.I. in their eOPF. In the very near future U.S Public Health Service Officers who are either in their probation period, 0-3 years (majority of identified officers), or beyond their probation period and who do not have a recorded security clearance in their eOPF will receive a letter from OPHS instructing the officer on how complete and submit the background investigation material.

If you receive such a letter, it is of the utmost importance that you complete and submit the necessary information on or before the due date. It is anticipated that the letters will be sent to the identified officers December 1st and the officer will have until December 31, 2005, to submit this information back to OPHS/OOCO.

You can review your eOPF to verify that a security clearance annotation exists. This annotation can be found in your eOPF under Security/Sensitivity Clearance Papers, which is located in the "pink" section.
